How Assessments Work

What happens between a question arriving and anything being published. Nine stages, in order.

The Sequence

Each stage has to close before the next one opens. The order is the control.

01. Define the subject and scope

What exactly is being examined, and what is deliberately outside the boundary of this work.

02. Discover claims, roles, and verification needs

What the subject asserts, who stands behind it, and which of those assertions can be tested.

03. Seek competent authoritative evidence

Going to the source that can actually settle the question rather than the most available one.

04. Evaluate evidence and contradictions

Weighing what the record shows. A contradiction requires affirmative incompatible evidence.

05. Apply Respire methodology

Module 0 and, where the work goes further, the Five Pillars.

06. Conduct human review

A deliberate control, not a rubber stamp on an automated result.

07. Finalize an official assessment

The assessment is closed at a point in time, with its scope and date recorded.

08. Monitor material baseline facts when monitoring is active

Where monitoring is in place, the facts the assessment rested on are watched for change.

09. Reassess only when intentionally initiated

Nothing is quietly re-run. A reassessment is a decision, and it is recorded as one.

Four Things This Process Holds To

Claims Are Starting Points

A claim is something to verify, not something to accept. Nothing is treated as true because it was asserted.

Unresolved Stays Unresolved

Where the record does not support a stronger conclusion, the uncertainty is preserved rather than converted into one.

Absence Is Not Proof

A missing record or an unavailable source is not automatically adverse evidence against the subject.

Publication Is Separate from Completion

Finishing an assessment does not mean publishing it. Those are two different decisions, made separately.

Scope and Dates

Every assessment is bounded. The record states what was examined and when, so a reader can tell what the work does and does not cover.

Monitoring

Where monitoring is active, Respire watches the material baseline facts an assessment rested on and flags when they move.

Reassessment

A reassessment happens because someone decided it should, not automatically. It is initiated, scoped and dated like any other assessment.

Need Something Assessed?

Submitting a request creates an intake request only. It does not automatically initiate an assessment and does not establish that submitted information is true.

The boundaries of an assessment: what it covers, what it cannot conclude, and why a public summary is not a guarantee.
